As underwater threats continue to evolve, Washington and Britain are turning to industry partners in search of an integrated solution to reinforce critical maritime infrastructure.

The Robotic Exclusion & Engagement Framework (REEF) is a joint initiative from the two Western powers aimed at adapting commercial technologies for the protection of ports, harbors, waterways, and expeditionary forces.

It lays out requirements for systems capable of taking out hostile autonomous underwater vehicles, remotely operated platforms, and semi-submersibles.

Together, these capabilities are expected to cover the full kill chain, from detection and tracking to classification and engagement, utilizing a combination of sensors, software, and edge processing.

However, they must identify and flag threats quickly enough for a human operator to assess and authorize any response before the threat reaches its target.

While intended to function as a cohesive solution, REEF guidelines state that the systems must also integrate with existing US defense infrastructure and operate across diverse mission environments.

Clearer Eyes Underwater

The framework laid out additional desirable features, including the ability to distinguish between biological and non-biological contacts using AI.

It further calls for strong false-alarm reduction, enabling systems to differentiate real threats from maritime clutter such as fishing and commercial shipping activity.

To achieve this, the REEF solution is expected to integrate a wide range of sensors, including active and passive sonars, electro-optical/infrared systems, and fiber-optic sensing technologies.

Export Guidelines

Each vendor is limited to a single submission, which must be ready for testing and integration within 90 days of contract award.

Submissions from US and UK companies will be exempt from export restrictions, while international bidders are advised to review relevant licensing requirements.

Entries are due by April 4.
