Instead of building another billion-dollar aircraft carrier, Elbit Systems wants to turn commercial ships into floating drone bases that can extend the reach of unmanned aircraft far beyond shore.
The concept intends to introduce an accessible form of maritime presence, establishing “floating remote aerial bases” capable of launching, recovering, and supporting drone operations at sea.
Each ship could carry about 12 unmanned aerial systems (UAS), supported by dedicated deck infrastructure, control networks, and mission systems.
Rather than competing with traditional aircraft carriers, Elbit positions the concept as a lower-cost, turnkey alternative for countries seeking persistent maritime drone operations without the expense and engineering demands of a full-sized naval carrier.

“As maritime security becomes less about a single coastline and more about large, shifting areas of interest, this kind of solution may become increasingly relevant,” the company stated.
“Not every country can operate an aircraft carrier, and not every mission requires one. But many countries need a longer reach at sea.”
At the Center: Hermes 650 Spark
Elbit envisions the floating drone base operating with its new Hermes 650 Spark, a short takeoff and landing UAS designed for long-endurance missions.
Powered by a front-mounted engine, the drone can remain airborne for extended periods before autonomously returning to base.
It also integrates with existing ground control infrastructure, allowing operators to launch missions from land or seamlessly transition operations to a vessel.
According to Elbit, that flexibility enables the converted ships to function as remote launch and recovery sites while remaining connected to land-based sensors and onboard mission systems.
